Saw these cars in the local shopping centre a few weeks ago, does anyone know what country these plates are from ???

Having trawled through http://www.worldlicenseplates.com/world/AF.html I am guessing these are probably some type of diplomatic plate in Africa ? .

Google seems to point at red plates being diplomatic, but doesn't really state any country
