Can answer for 1.
1. You can probably get away with just using a suitably sized M6 or M8 bolt and nut with good washers on both ends. You will have to drill a hole in the plastic bumper and it is a bit of a fiddle to get on the inner end, but doable. There should be two bolts to fit on each side to get a good flush fit.
