A simple switch would have been nice but in typical RR style we have to follow a routine (see below). I've done it a couple of times for cleaning the roof and jacking but I never remember how to do it hence I have a copy of the instructions handy:

"To force the steps to stay out regardless of the position of the doors, what LR call 'roof access and jacking mode' get in the vehicle and close the doors, quickly insert the key in the dash and turn to position two, whilst steps still out, then hold the switch for about five seconds until the light in the switch illuminates continuously then remove the key. The steps will now stay out regardless of the position of the doors unless you drive away or lock the vehicle at which point they will return to their normal function." 2012 5.0L S/C
