Some help/advice please

Over on another forum one of the members from the USA has replaced his high level brake light with a strobe effect LED affair. Unfortunately several UK members have now purchased the same units to fit to their cars................... I don't know if this is legal here in the UK and i certainly wouldn't want to be stopped at the lights behind somebody with one of these lights fitted who holds their car on the foot brake.
So any of you learned guys know what the situation with strobe effect high-level brake lights is here? Click on the photo to run the video

Stan the Evoque's hazards come on with hard braking as I found out the other day trying to avoid a head-on with somebody who preferred to save a pheasant's life rather than his own! 2018 Mini Countryman Cooper S E All4 PHEV in Melting Silver - it’s whisper quiet in EV and polluter modes

Pretty sure it contravenes Part 2, Regulation 13 of The Roads Vehicle Lighting Regulations 1989.

Thanks for the replies and the copy of the regulation NiceDay. I don't intend to point out the error of the poster's ways, I'll leave it to the police................... 2018 Mini Countryman Cooper S E All4 PHEV in Melting Silver - it’s whisper quiet in EV and polluter modes

IIRC for bicycle you are still legally meant to have a solid beam light as well as per the above it should not strobe and i detest bike idiots who have them, as a driver they distract you from EVERYTHING else as they can pulse very brightly, when a bright red solid light is far more suitable to me and clean reflectors... FFRR MY06 facelift With TDV8 Alloys Zeros/ATR's
