The thing kicks in and I've found the exhaust for it which blows slightly warn air. It runs for 4 or 5 mins then stops and doesn't actually produce any heat in the cabin...

The fbh only cuts in at air temperatures lower than about 5C. If it cuts in then goes off after a few minutes it’s possible it working correctly depending what the outside air temperature happens to be.
Also the fbh doesn’t heat the cabin directly. It heats the engine coolant in a limited amount of pipe work that serves the main heater battery beside the heater blower so it does take a few minutes to produce warm air into the car. Mine produces reasonably warm air after about half a mile from cold.

I'm lead to believe that if I set the timer it should come on at temps below 15 degrees C.

Although I can physically hear it running, there is no smoke and it will cut out after a few minutes.

I tried it the other morning when it was about 2 degrees outside and got the same results.

I'm guessing the glow plug isn't working or something along those lines.

I don’t use the timer just outside air temp.
Should have been working fully at 2C. Your probably right it may just need a good service. Don’t forget the fbh oil pump which can fail or corrode away to dust.

Where is the pump located?
