I think the red collar is so the plug can be used on more than one type of socket e.g. standard cigar lighter and 'NATO' type socket which is a lot smaller. It shouldn't cause any drain if left in because the collar is plastic (non-conductive) and the rear socket is permanently live anyway. |

The red collar converts between. Din and cigarette lighter plug, so without it you have a Din plug.
