Check for water ingress into the rear quarter 'electronics' bays.

Chances are with the incline of the RR and being in reverse, the water is finding its way back out of the holes it came in by, dripping onto the rear brake discs and thus compromising braking efficiency.

How are the rear discs pads and calipers?

If check the calipers are really freely moving and no air bubbles as the tears are barely used in normal service so can easily hide issues. FFRR MY06 facelift With TDV8 Alloys Zeros/ATR's

I have been towing trailers for years and what you have said is what I would expect , the drawbar would be fully extended when reversing down a slope resulting in no trailer braking at all requiring extra effort by the towing vehicle to stop it,
The only trailers that are braked in reverse as far as I'm aware are hydraulically or air operated on tractors and lorries,
